The Adoptions Manager will be responsible for leading the adoption of completed estate infrastructure – including roads, sewers, pumping stations, and public open spaces – by local authorities, appointed management companies and other statutory bodies. Acting as the central point of contact for internal teams, local authorities, utility providers, and contractors, this role ensures that adoption processes are completed efficiently, in compliance with regulations, and within budget. The ideal candidate will have strong project management expertise, a solid understanding of UK adoption procedures, and the ability to coordinate multiple stakeholders to achieve high-quality outcomes.
Key Responsibilities
Infrastructure Adoption & Compliance
- Manage adoption of estate roads, sewers, open spaces and infrastructure in line with S38, S104, S278 and S185 agreements.
- Coordinate site and legal handovers to Management Companies and adopting authorities.
- Carry out site inspections, ensure compliance with adoptable standards, and manage technical submissions (CCTV surveys, As-Built drawings, Road Safety Audits).
- Resolve adoption issues on legacy sites and tender/agree remedial works with contractors.
Project & Stakeholder Management
- Act as main liaison with local authorities, utilities, councils, management companies and internal teams.
- Build strong relationships with adopting bodies and oversee external consultants supporting adoption works.
- Work closely with Build, Technical and Commercial teams to plan and deliver timely handovers.
Documentation & Reporting
- Maintain records of bonds, agreements and trackers, reporting progress and delays.Support preparation of Adoption Plans, Deed Plans, agreements, statutory submissions and Health & Safety Files.
Financial & Risk Management
- Manage bond liabilities, secure reductions, and ensure required inspections and certificates are completed.
- Contribute to cost planning and monitor risks to prevent delays or overruns.
Site Engagement
- Attend sites to monitor adoption works, record issues and provide feedback to build teams and contractors.
- Support Technical and Engineering teams with inspections, approvals and adoption processes.
What you will bring
Qualifications & Experience
- HNC/HND or Degree in Civil Engineering, Construction or related discipline.
- Proven experience managing infrastructure adoption within housebuilding or construction.
- Strong understanding of S38, S104, S278 procedures and relevant legislation.
- Experience liaising with local authorities, utilities, and internal teams.
- Excellent project management, organisational and communication skills.
- Proficient in Microsoft Office and project management systems.
